What is SNAP EBT?
Supplemental Nutrition Assistance Program (SNAP) is offered through the USDA (Department of Agriculture) and provides nutrition benefits to supplement the food budget of needy families so they can purchase healthy food and move towards self-sufficiency.
Electronic Benefits Transfer (EBT) is an electronic system that allows a SNAP participant to pay for food using SNAP benefits. When a participant shops at a SNAP authorized retail store, their EBT account is debited to reimburse the store for food that was purchased.
Customers with a valid SNAP EBT card can use their SNAP benefits to shop for groceries on Amazon Fresh and Amazon.com groceries in 45 states plus the District of Columbia. Amazon is working alongside the USDA to expand acceptance of Alaska, Hawaii, Louisiana, Maine and Montana SNAP benefits. Your SNAP EBT card can be used to pay for SNAP eligible grocery items sold by Amazon. It cannot be used to cover tips, delivery/shipping fees, gift wrap, food items sold by third-party sellers, or non-eligible grocery items. Do I need to have a credit or debit card to shop on Amazon?
No, you do not need to have a credit or debit card. However, it helps to have a credit or debit card on file for when you want to pay for items that are not SNAP eligible, when your order does not meet the minimum and shipping fees are charged, or when your SNAP funds run out.
What if I do not have a credit or debit card and wish to purchase items with cash?
If you do not have a credit or debit card but would like to purchase non-SNAP eligible items with cash, you can use a gift card or Amazon Cash. With Amazon Cash, you preload funds onto your Amazon account via an authorized retailer. To learn more, please visit Amazon Cash.
Can I check out using multiple forms of payment?
Yes. You can use multiple forms of payment, such as a SNAP EBT card and a credit card, when you check out. You will need to do so if you have non-SNAP eligible items in your cart or to cover shipping fees. Please note that only one SNAP EBT card can be used per order.
Can I use SNAP EBT cash to pay for eligible items?

Amazon expands use of SNAP benefits for online grocery to 11 more states
Amazon customers in nearly a dozen more U.S. states are now able to use their SNAP (Supplemental Nutrition Assistance Program) benefits to purchase groceries online, the retailer announced on Thursday. The news represents a significant expansion of a United States Department of Agriculture (USDA) pilot program introduced in 2019 that aimed to open up online grocery shopping to those on public assistance. This program is even more critical now, as in-store shopping puts consumers at risk of contracting the deadly novel coronavirus.
To date, participating retailers in the USDA pilot program have included Walmart, Amazon, ShopRite and other smaller chains.
Amazon confirmed to TechCrunch that the 11 new states that now support using SNAP for online grocery include those that were added starting last week through today, Thursday, May 28.
The initial expansion of the pilot added New Mexico, Vermont, West Virginia and Wisconsin, which all became active last week. On Tuesday of this week, Colorado, Maryland, Minnesota and New Jersey rolled out. And today, Massachusetts, Michigan and Virginia were added as well.
With these additions, Amazon customers on public assistance can shop online for groceries across a total of 25 U.S. states plus Washington, D.C. At checkout, they can pay for groceries using their SNAP EBT.
Including the new states, Amazon now offers the use of SNAP EBT for online grocery in Alabama, Arizona, California, Colorado, Florida, Idaho, Iowa, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New Mexico, New York, North Carolina, Oregon, Texas, Vermont, Virginia, Washington, West Virginia and Wisconsin.
However, Amazon is not the only retailer offering online grocery for SNAP EBT customers in these 25 states.
According to the USDA’s website, SNAP users can now order their groceries online through either Amazon or Walmart in these markets.
The site also indicates that Amazon is the only retailer supporting the District of Columbia at present. In addition, ShopRite supports the use of SNAP for online groceries in Maryland, New Jersey and New York. And Wright’s Markets is participating in the pilot program in Alabama.
The USDA’s website indicates several more states are now in the planning phase, so they can add online purchasing as a shopping option soon. These include Connecticut, Georgia, Illinois, Indiana, Nevada, Ohio, Oklahoma, Pennsylvania, Rhode Island, Tennessee and Wyoming.
As part of Amazon’s participation in the USDA program, it not only enabled the use of SNAP EBT as a payment method, it also made its Amazon Fresh service available to SNAP recipients in states where Fresh is available without requiring a Prime membership. And it offered free shipping on both Amazon Fresh and Amazon Pantry orders.
At launch, Amazon had said the USDA pilot program would “dramatically increase access to food for more remote customers.”
However, in the coronavirus era, access to online grocery can be a life-saving measure for some.
The pandemic has complicated access to food for those on SNAP benefits, and for high-risk individuals on SNAP in particular. These consumers now have to risk getting COVID-19 every time they go out for groceries themselves. And as more workers become unemployed due to the economic impacts from the pandemic, more people are joining public assistance programs like SNAP.
In light of the pandemic, the USDA said it would fast-track any state that wanted to join the pilot. California,Arizona, Florida, Idaho, Kentucky, Missouri, Texas, West Virginia, D.C., North Carolina and Vermont were just approved in April, for example. In May, the USDA approved Minnesota, Colorado, Nevada, Wisconsin, Rhode Island, New Mexico and Wyoming.
In less than six weeks, the USDA has expanded access to the program to a total of 36 states plus D.C., it says, though many are not yet live. When they launch, however, online purchasing for groceries will be available to more than 90% of SNAP participants, the USDA has noted.

Amazon adds to list of states where SNAP benefits may be used online
Supplemental Nutrition Assistance Program (SNAP) beneficiaries in Alabama, Arizona, California, Colorado, Florida, Idaho, Iowa, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New Mexico, New York, North Carolina, Oregon, Texas, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Washington D.C. are now able to use their nutrition assistance benefits to order groceries online from Amazon as well as other participating retailers and have them delivered directly to their door, thanks to a pilot program launched with the United States Department of Agriculture (USDA). Amazon enthusiastically volunteered to work with the USDA and participate in this landmark pilot because we believe in the goals of this program and its potential to significantly extend the value of SNAP benefits. Food and Nutrition Services Participants Can Now Use Benefits for Online Purchases From Publix
North Carolina Food and Nutrition Services participants can now purchase groceries online using their Electronic Benefit Transfer cards at an additional authorized online EBT retailer, Publix Super Markets Inc. This flexibility will allow participants to buy food while promoting social distancing to prevent the spread of COVID-19 and will help families with transportation and mobility barriers.
Today, Publix becomes the seventh North Carolina EBT retailer — along with ALDI, Amazon, BJ’s, Carlie C’s, Food Lion, and Walmart — to be approved for online FNS purchases. In May 2020, North Carolina was one of the first 10 states to implement online purchasing for FNS and currently has the most authorized online retailers in the country, according to the U.S. Department of Agriculture.
FNS participants will be able to use their benefits to purchase eligible food items from online retailers but will not be able to use their benefits to pay for service or delivery charges. The participant will be required to pay for these charges with another form of payment, such as a debit or credit card.
Online shopping system can provide several benefits to the citizens of North Carolina, such as:
- Promoting social distancing and self-isolation during the COVID-19 Pandemic.
- Limiting personal interactions for individuals at risk due to compromised health issues.
- Increasing access to healthy food for individuals with physical impairments, transportation issues or those living in food deserts.
Online purchasing which will remain permanently in place beyond the COVID-19 pandemic.
The USDA must approve retailers who wish to participate in the FNS online purchasing program. NCDHHS encourages other EBT retailers to pursue USDA approval to become authorized online retailers. EBT Online Purchasing Pilot Program
In 2017, the United States Department of Agriculture (USDA) announced a pilot program for online EBT purchases. The program allows EBT Cardholders to purchase groceries online for delivery or pick-up.
Additionally, the program was only launched in select states. These states include:
In April 2020, the USDA expanded their Online Purchasing Pilot for North Carolina EBT Cardholders. North Carolina SNAP participation is over 1.2 million individuals and 600,000 households.
This change to North Carolina SNAP helps fight the coronavirus pandemic by ensuring that affected households are fed.
As a result, North Carolina food stamp recipients can now use their EBT Card online to purchase groceries at select grocery merchants.
Below is a list of grocery stores that accept North Carolina EBT online and participate in the USDA’s Online Purchasing Pilot.

How to Buy Walmart Groceries Online with North Carolina EBT Card
Walmart participates in the USDA’s Online Purchasing Pilot and allows those with EBT to purchase food online. Currently, Walmart only offers online grocery purchases with EBT for pick-up and not for delivery.
How it Works
To shop online for groceries with your North Carolina EBT card, follow the instructions below.
Step 1 – Go to the Walmart Grocery website
The first step to purchase groceries online at Walmart is to go to the Walmart Grocery website at www.grocery.walmart.com.
Step 2 – Enter your Location
Next, enter your zip code to find the Walmart store location near you. This is the location you will pick-up your online grocery order from.
Step 3 – Shop for Groceries Online
Once you have selected your Walmart location, begin shopping for grocery items online. Add EBT eligible items to your shopping cart.
Step 4 – Checkout with your EBT Card
When done shopping, proceed as usual to pay for your order online. When you get to payment, select EBT Card. Next, enter your North Carolina EBT Card information. You must provide your EBT card number and PIN to complete checkout.

How to Pay with EBT In-Person at Walmart
If you are an EBT Cardholder in another state, you shop online for free grocery pick-up and pay with your EBT Card in-person.
To pay for your pick-up grocery order at a participating Walmart store, select EBT at checkout. Similarly, you will be prompted to bring your EBT Card and ID with you to pay for your purchase at pick-up.

How to Buy Amazon Groceries Online with North Carolina EBT Card
Amazon has been approved for the USDA’s Online Purchasing Pilot and has launched delivery for EBT Cardholders in select states. Cardholders in North Carolina can use their EBT to shop and purchase food online for delivery.
How it Works
To shop online for groceries with your North Carolina EBT card, follow the instructions below.
Step 1 – Login your Amazon account
The first step to purchase groceries online at Amazon is to go to the website and log into your Amazon account. To login, click here.
If you do not have an Amazon account, click on the “Create your Amazon account” as shown in the screenshot below.
Once you have created your account, proceed by entering your email and password to sign-in.
Step 2 – Add your North Carolina EBT Card
Once logged in, enter your North Carolina food stamps card to your Amazon account here. Type in your complete SNAP EBT card number and submit.
Next, enter your delivery zip code. This will tell you whether or not your zip code is eligible for delivery on purchases using your North Carolina EBT card.
If eligible, click the “Add your SNAP EBT Card” button, as shown in the screenshot below.
Step 3 – Shop for Amazon Groceries Online
When your EBT Card is added you can begin shopping for your groceries online. You can use Amazon Grocery, Amazon Fresh, or Amazon Grocery to purchase groceries online.

Step 4 – Enter your PIN to Checkout
When you are done shopping and are ready to checkout, proceed as usual. At checkout select “EBT” as payment. After that, enter your 4-digit PIN for your North Carolina EBT Card to place your order.
